by the Colonial Secretary, on 10th April 1876, will show that Major General's statement that the "Governor has not thought fit to reply" to his communication is an error. Whether the reply (for which I am wholly responsible) which I am (under the circumstances) prepared to give, is a proper one, is a question for Your Lordship's consideration.
17. It will also be a matter for Your Lordship's consideration, whether I was unreasonable, or acting beyond the spirit of the Manual Regulations, in complying with the request of the Major General asking for a copy of the Telegram to Her Majesty's Secretary of State for War, the reply to which he had sent to me, together with full Regulations, Jer. 30th, 207, 4240, 13 April. I have done so without any construction upon it. Though the Telegram from the Major-General to the Secretary of State for War, was confidential matter, the subject of controversy, admittedly it was sent forward with the knowledge of the Governor, and the Major General subsequently declined to accede to (what I am sure he is pleased to term) the "demand of the Major for a copy of the Telegram referred to".
